What is a JHA?
A Job Hazard Analysis (JHA) — also called a Job Safety Analysis (JSA) — is a structured safety document that breaks a job task into individual steps, identifies the hazards associated with each step, and documents the controls needed to eliminate or reduce those hazards to an acceptable level.
The JHA is one of the most widely used and practically effective tools in US workplace safety. OSHA promotes JHAs in its official publications (OSHA 3071) as a systematic approach to hazard identification that engages workers directly in the safety process.
JHA vs JSA — is there a difference?
No meaningful difference. JHA (Job Hazard Analysis) and JSA (Job Safety Analysis) refer to the same type of document. Some industries and companies prefer one term, but the structure — job steps, associated hazards, and recommended controls — is identical. OSHA uses the term "Job Hazard Analysis" in its official guidance.
The three-column JHA format
The standard OSHA JHA format uses three columns:
- Job Step — a discrete action or sequence of actions in the job task (e.g., "Set up scaffold base plates")
- Associated Hazard — what could go wrong at this step (e.g., "Struck-by — dropping base plate during placement")
- Recommended Action or Procedure — the control to eliminate or reduce the hazard (e.g., "Wear steel-toe boots; use tag line to control plate; clear exclusion zone below")
This format is the baseline expectation for most OSHA inspectors and clients who request JHA documentation.
When is a JHA required?
OSHA does not have a single regulation requiring JHAs for all employers, but they are required or strongly recommended under several specific standards:
- Permit-required confined space (1910.146) — written procedures for entry operations are required, and a JHA is the most common way to document them
- Lockout/Tagout (1910.147) — written procedures for authorized employees performing LOTO operations effectively require a task-level JHA
- Process Safety Management (1910.119) — requires written operating procedures for covered processes
- Construction Safety (29 CFR 1926) — OSHA 1926.21 requires employer-provided safety training before construction work begins; JHAs are a recognized way to structure and document this training
Beyond regulatory requirements, JHAs are required by many general contractors, clients, and insurance carriers as a pre-qualification condition before allowing work to begin on their site.
Who should complete a JHA?
The most effective JHAs are completed collaboratively — by the supervisor and the workers who actually perform the task. Workers often identify hazards that supervisors or safety managers don't notice from the office. OSHA specifically recommends involving workers in the JHA process to improve both accuracy and buy-in.
For daily JHAs on a construction or general industry site, the typical practice is for the foreman or supervisor to complete the document at the start of each shift, review it with the crew, and collect crew signatures before work begins.
How to complete a JHA step by step
- Select the job or task — prioritize high-hazard tasks, tasks with a history of injuries, or new tasks where hazards haven't been formally identified
- Break the task into steps — each step should represent a distinct action; typically 5–10 steps for a manageable JHA
- Identify the hazards at each step — consider the OSHA fatal four (falls, struck-by, caught-in/between, electrocution) plus ergonomic, chemical, and environmental hazards
- Determine preventive measures — apply the hierarchy of controls: eliminate, substitute, engineer, administrative, then PPE
- Review with workers and get signatures — review before work begins; retain signed copies as a training record
